Washington State Cottage Food Law RCW 69.22 authorizes home-based food production and direct sale of approved low-risk foods such as baked goods (breads, cookies, cakes without cream fillings), jams and jellies made from high-acid fruits, dry herb blends, candies, and honey. The Washington State Department of Agriculture (WSDA) Food Safety Program issues Cottage Food Permits, requires annual home kitchen inspection, completion of a food safety training course, and proper labeling (name, address, permit number, ingredients, allergen statement, and a statement that the food was not produced in a regulated kitchen). The program caps annual gross sales at $25,000. Sales are limited to direct-to-consumer transactions including farmers markets, roadside stands, at the producers home, and limited online sales within Washington. Wholesale to stores and restaurants is not permitted under cottage food; higher-volume operations must use a commercial kitchen and obtain a WSDA food processor license. Auburn requires all cottage food operations to also obtain an Auburn Business License and comply with home occupation rules under ACC 18.60 (25 percent floor area, limited customer traffic, on-site parking). Cottage food pets-away rules apply: pets must be excluded from the kitchen during production.
