Washington State authorizes cottage food operations under RCW 69.22 and WAC 16-149, allowing residents to prepare and sell certain low-risk foods from a home kitchen with a Washington State Department of Agriculture (WSDA) Cottage Food Operation Permit. In Renton, operators must also obtain a home occupation permit under RMC 4-9-090 and a City of Renton Business License under RMC 5-5. Allowed foods include baked goods that do not require refrigeration (cookies, bread, muffins, granola, fudge, cakes without custard or cream fillings), jams and jellies meeting specific acidity, dried herbs and spices, candy, popcorn, coated nuts, and vinegars. Prohibited foods include meat, dairy, low-acid canned goods, pickled vegetables without tested recipes, hummus, salsa, creams, custards, and anything requiring temperature control for safety. Annual gross sales cap is 25,000 dollars under RCW 69.22.020. Labeling must include the operator's name and address, product name, ingredients, allergens, net weight, and the statement that the food was made in a home kitchen not inspected by the state. Sales are limited to direct to consumer (farmers markets, home pickup, local events) — no internet sales shipped across state lines, no restaurant or grocery store wholesale. WSDA conducts an initial inspection and annual renewals.
Operating without WSDA permit is a civil violation with fines up to 5,000 dollars under RCW 69.22.050. City violations are civil infractions up to 500 dollars under RMC 1-10.
