Caldwell, ID Home Business: Customer Traffic Restrictions (2026)

Section 10-12-03-22(4) of the Caldwell City Code, part of the home occupation standards adopted by Ordinance 3670 on April 21, 2025, controls the traffic a home-based business can bring to a residential street. Subsection D bars any activity that signals from the outside that a dwelling houses a business, and that specifically includes on-street parking by anyone other than a current resident because of the home occupation; no more than one home occupation is allowed per dwelling in the first place. , with a single carve-out for family or group daycare homes, preschools, and daycare centers, which may have children dropped off or picked up at any hour.

Subsection E goes further and bars the home occupation from using any on-street parking at all, at any hour, not just during the evening curfew. Subsection G requires every vehicle associated with the business to park on-site in a designated area such as a driveway, expressly excluding the public street, the street right-of-way, the front yard, and the front-yard setback. Separately, the code limits deliveries to whatever a passenger vehicle or the mail can carry, so no commodity requiring a freight or box-truck delivery may be sold or serviced from a Caldwell home.

Together the rules mean a home business generating heavy customer visits, evening deliveries, or overflow street parking is out of compliance even if it otherwise fits within the floor-area limits.
