Beaumont Municipal Code § 17.03.120 lists both family day care rows in Table 17.03-3 under the Residential Uses heading. The header columns run RC, PF, RR, RSF, RTN, RMF, CN, CC, M, UV. Small Family reads N, N, P, P, P, P, N, N, N, P, and Large Family reads N, N, P, P, P, P, C, N, N, P. Both are therefore permitted in the RR (Residential, Rural), RSF (Single-Family), RTN (Traditional Neighborhood), RMF and UV (Urban Village) zones. In the CN (Commercial, Neighborhood) zone only large family care is available, and only with a conditional use permit under Section 17.02.100.

The printed labels overlap, since 7 and 8 children fall in both classes. Chapter 17.14 defines a Family Day Care Home, Small as a dwelling that regularly provides care, protection, and supervision for one to six children inclusive, and a Family Day Care Home, Large as one caring for 12 or fewer children under the age of ten, in the home of the provider, for periods of less than 24 hours per day. Where classification is ambiguous, Section 17.02.130(B) makes the Community Development Director ascertain the facts and set out written findings and interpretations.

A family day care home is a different use from Commercial Day Care Facilities, which the table lists in its own row under Daycare Facilities. That row reads N, N, N, C, C, N, P, P, C, C, with footnote 5 restricting the C in RSF and RTN to properties on Brookside Avenue, Cougar Way, Oak Valley Parkway, 11th Street, 8th Street, Beaumont Avenue, Pennsylvania Avenue, and Highland Springs Avenue.
