Beaumont, CA Home Business: Customer Traffic Restrictions (2026)

Section 17.11.110(B)(4) of the Beaumont Municipal Code sets the client rule for home-based businesses in the City of Beaumont, California: customers or clientele are not permitted to visit or enter the dwelling in connection with the business. The exception is narrow. Incidental uses such as music lessons, tutoring and the sale of produce are allowed only if the Community Development Director approves the intensity of the use. The permitted-use list in subsection A points the same direction. The professional office category requires that the primary means of contact be by phone, mail, or other electronic form of communication, and the home salesman category requires that all sales be conducted by telephone or correspondence with no displays or related commodities on the premises.

The surrounding conditions cap traffic further. Direct sales of products or merchandise from the dwelling are barred except for produce grown on the property, and produce sales are limited to three days per week with no structure or stand of a permanent nature. Employment is limited to residents of the dwelling only, so no outside employees arrive each day. A service business can keep no more than one 2,000-pound (one ton) or smaller vehicle on the property, and storage or parking of business vehicles must comply with Section 10.12 of the City Code. No more than one room of the dwelling can be used, and no more than 20 percent of the residence, including storage.

Subsection B(10) and B(11) go beyond visits. The business cannot negatively impact the residential area, and the City can weigh lighting, signs, sounds, noises and vibrations in deciding that. Operations must prevent any dust, gas, smoke, noise, fumes, odors, vibrations or electrical disturbances detrimental to neighbors. Temporary sales stands with nominal sales, such as children's lemonade stands and hostess parties, are exempt only up to three in any 12-month period.
