Beaumont, CA Home Business: Zoning & Home Occupation Permits (2026)

Section 17.11.110 of the Beaumont Municipal Code, last amended by Ordinance No. 1184 on June 3, 2025, governs home occupations in the City of Beaumont, California. Its purpose is to allow home-based businesses in residential zones or buildings in a way that is compatible with, and not disruptive to, residential neighborhoods, and the use must be clearly incidental and secondary to the dwelling.

Subsection A lists the permitted uses: professional offices whose product is information, management or design, such as accounting, architecture, legal services and writing; a secondary office for a business based elsewhere; a salesman's home office with telephone or mail sales only; any legal use customarily conducted entirely within a dwelling; a service business office with not more than one vehicle of 2,000 pounds or smaller; produce sales from the property; and cottage food operations as defined in California Health and Safety Code Section 113758. Medical offices are excluded from the professional office category.

Subsection C sets the permit process. The application goes to the Community Development Director with the filing fee from the fee schedule, and the applicant must be the operator and a resident of the dwelling. The permit can include specific conditions needed to make the use compatible with a residential setting, and B(14) lets the Director impose any additional condition. Under B(9), a valid City business license must be obtained each year. Other standards cap the business at one room and 20 percent of the residence, bar alterations that change the building's residential character, and require supplies to be stored indoors or out of public view.

Cottage food operations need a Class A or Class B registration or permit from the Riverside County Department of Environmental Health. The City permit is not transferable to another operator or site, can be revoked for any violation, and the City can inspect the permitted area of the home on a consumer complaint. Subsection E adds that a City permit does not settle Home Owners Association restrictions.
