Shreveport has no ordinance that permits or bans artificial turf by name. UDC Section 10.8 requires every part of a lot not covered by structures or paving to be landscaped with living plantings, allowing stone or mulch as pervious alternatives.
Article 10 of the Unified Development Code sets the landscape rules. Section 10.8 applies in all districts and lists the acceptable materials: trees, shrubs, grass, live groundcover and other plantings, plus stone, mulch beds or other pervious landscaping materials. Synthetic turf appears nowhere on that list, so it is not an approved substitute for required landscaping. New single-family and two-family construction is exempt from filing a landscape plan under Section 10.1.A.3, which is why most homeowner turf installations are never reviewed. In regulated planting areas, any permeable surface not occupied by trees, shrubs, beds, signs or permitted fixtures must be planted with grass or living groundcover.
Enforced by the Zoning Administrator under UDC Article 19 as a landscaping deficiency, not a separate turf offense. Dead or missing required plant material must be replaced within 60 days of notice.
