Section 38-61 of the Property Standards Code puts the duty on the owner, party in interest, tenant, lessee or occupant to cut growth reaching 12 inches or more. Growth on the abutting sidewalk, or growth encroaching on adjacent property through or under fences, must be removed regardless of height, and concrete curbs must be trimmed or edged. Owners of undeveloped or heavily wooded vacant land next to developed lots must clear a 25-foot buffer, which the Property Standards director can widen or narrow. Fines run $150 for a first violation, $250 for a second and $350 for a third, plus costs and administrative fees.
Property Standards issues a citation or notice of violation. If the owner does not comply, the city mows using crews or a contractor, adds a $500 administrative charge, and records a lien with the Caddo Parish clerk of court.
