Westfield, IN Landscaping Rules: Water Restrictions (2026)

In the City of Westfield, Indiana, outdoor watering rules only kick in once the mayor declares a water warning or water emergency under City Code Sec. 62-66. Once that happens, Sec. 62-67 locks lawns onto an odd-even address schedule: even-numbered addresses may sprinkle, water, or irrigate grass and other landscaping only on Monday and Wednesday, odd-numbered addresses only on Tuesday and Thursday, and nobody may water grass at all on Friday, Saturday, or Sunday. During a full water emergency the city goes further, banning essentially all outdoor watering, though vegetable gardens, potted flowers, and landscaping installed within the past year may still be hand-watered every other day using a container or a hose fitted with a shut-off nozzle.

Nurseries are exempt outright so they can preserve inventory, and the mayor may separately exempt automatic or manual commercial car washes, golf course tee boxes, greens and fairways on a set schedule, and city parks watering needed for asset preservation. The same sections bar washing vehicles, hosing down sidewalks and driveways, filling empty pools, laying new sod, and running non-recycling fountains or hydrants outside firefighting use. Enforcement under Sec. 62-69 runs through the mayor or a designee, which can include the police department, code enforcement, the public works director, the economic and community development director, or the fire chief.
