Westfield, IN Landscaping Rules: Weed Ordinances (2026)

Article IV of the environment chapter, rewritten by Ordinance No. 12-20 in 2012, makes it "a violation of this article to have weeds, rank vegetation and/or debris on any real property" within Westfield's corporate limits (§ 34-92). Section 34-93 sets the numeric trigger: owners must cut and remove weeds and rank vegetation exceeding 12 inches in height and must keep the property clear of debris, defined as the remains of anything broken down or destroyed. Enforcement starts with a written violation notice from the director of community development, a designee, or a police or fire officer, served by posting, personal service, or certified or regular mail; the notice gives the landowner a ten-calendar-day abatement period to correct the violation (§ 34-94).

A landowner may appeal a violation notice to the board of public works and safety, which tolls the abatement period pending its decision (§ 34-95). If the owner fails to abate in time, the city may enter the property to cut or remove the debris, weeds, or vegetation itself, then bill the owner for the actual administrative and other costs incurred, due within seven calendar days (§ 34-96); an unpaid invoice can be certified to the Hamilton County auditor and collected as delinquent property taxes (§ 34-98). Section 34-100 subjects violators to the general code penalty in section 1-6, with each day of continued violation treated as a separate offense.
