New Rochelle, NY Mobility & Curb Rules: Bike Lane Rules (2026)

1, adopted in 2008, splits sidewalk bicycling into two zones. Inside the Central Parking Area, the downtown zone mapped on the Zoning Map in Chapter 331, riding a bicycle on any public sidewalk is prohibited outright, with no age or disability exception. Outside that mapped area, the general sidewalk ban still applies to adult riders, but the Code carves out two exceptions: minors under 16 years old and disabled persons who cannot walk may legally ride on the sidewalk anywhere outside the Central Parking Area.

Everyone else, meaning any able-bodied rider 16 or older, must use the roadway once outside that limited carve-out. 2, added in 2018, extends the restriction into City-owned parking structures: no skateboards, rollerblades or bicycles may be operated inside any municipally owned parking facility, with the single exception of riding directly to a designated bike rack inside that facility. Both sections sit in Chapter 281, Streets, Sidewalks and Public Places, Article I, General Provisions, alongside the City's other pedestrian right-of-way rules, and both are enforced under the same penalty clause that closes out that article. Police officers can stop and cite a rider found operating a bicycle on a downtown sidewalk or violating the parking-facility rule.
