Except as provided in subsection (c) below, the owner of a vehicle is responsible for a civil violation penalty as shown in the following tables if the vehicle is traveling at a speed in miles per hour (mph) greater than the speed limit as shown when captured by the system... The operation of the electronic enforcement device shall only be in school zones, on school days during the specified time periods when children are in school. Devices shall only be operated one hour before and one hour after the beginning of a school day and one hour before and one hour after the end of a school day.

Revenue from school-zone cameras is split 40 percent to the Public Safety Special Revenue Fund, 30 percent to the Streets Special Revenue Fund, 20 percent to the Shreveport Early Start Initiative, and 10 percent to the Financial Empowerment Center; revenue from any device operated outside a school zone goes only to public safety purposes.
