Kenner, LA Noise from Specific Sources: Car Alarm Limits (2026)

The City of Kenner's noise ordinance treats a car alarm as a 'signaling device' on a motor vehicle, the same category the code uses for horns. Code of Ordinances § 7-166(a) makes it unlawful to make or continue 'any loud, unnecessary or unusual noise... within the limits of the city,' and § 7-166(b)(1) singles out horns and signaling devices: sounding one except as a danger warning, producing any unreasonably loud or harsh sound, or sounding a device for an unnecessary and unreasonable period of time is declared a violation.

A car alarm that cycles for minutes on a Williams Boulevard side street or in a Rivertown parking area falls squarely within that last clause once it runs past the point needed to alert the owner. The Kenner Police Department enforces this section citywide, from residential blocks near the Esplanade Mall site to commercial corridors, and the rule applies equally whether the vehicle is parked on a public street or a public place within the city. Because § 7-166 does not set its own fine schedule, a violation is punished under the chapter's general penalty in § 7-3: a fine of up to five hundred dollars, imprisonment of up to sixty days, or both, with each day treated as a separate offense.

The ordinance dates to Ord. No. 7297 (adopted September 21, 1995) and has not been narrowed since. Jefferson Parish's alarm rules for unincorporated Metairie do not apply inside Kenner's corporate limits; only the city's own § 7-166 governs a car alarm sounding on a Kenner street.
