The practical effect is that the City of Casa Grande defers entirely to FAA rules for aircraft noise: a plane or helicopter flying legally under federal air regulations cannot be cited under the local noise ordinance no matter how loud or how late the operation occurs, so long as it stays within that federal authorization.

This mirrors the federal-supremacy approach that governs aviation generally; the city's own municipal airport provisions in Title 10 separately restrict agricultural flying and other airport-specific activities, but the noise chapter's exemption applies wherever an aircraft is genuinely operating within FAA rules, whether over downtown, the Promenade, or the farmland near I-8/I-10. If an operator strayed outside FAA authorization, the general Section 9.24.010 standard and Section 9.24.060 penalty could theoretically reach that conduct, but the code sets no separate decibel limit or curfew for lawful aviation.
