Section 5.68.010 requires a permit before operating, driving, or parking on any city street, alley, parkway, sidewalk, or public property any advertising vehicle, sound truck, or commercial vehicle with sound-amplifying equipment running for a commercial purpose, with the director of finance deciding whether the use is commercial. Section 5.68.020 caps a permit at thirty days unless the permit hearing board grants a longer term on justifying evidence. Section 5.68.040 confines operation to the streets or boulevards the director of finance names in the permit and to four and one-half hours daily, split between eleven a.m. and one-thirty p.m. and four-thirty p.m. and six-thirty p.m., with no Sunday or holiday operation unless the permit hearing board sets different hours on the evidence.

Section 5.68.050 bars running the amplifying equipment unless the truck moves at least ten miles per hour, except while stopped or impeded by traffic, and even then caps stopped operation at one minute per stop. Section 5.68.060 limits permitted sound to music or human speech and bars any sound within one hundred yards of hospitals, schools, churches, courthouses, county buildings, or City Hall.
