Section 5.45.020 of the Municipal Code, which defines terms for the city's entertainment-permit chapter, folds excessive noise in violation of Chapter 8.40 and the operation of automobile audio systems in a manner that violates Chapter 8.40 into its definition of disorderly conduct, confirming that the city treats a blasting car stereo as a Chapter 8.40 noise violation rather than a separate offense. The operative standard is Section 8.40.010, which prohibits unnecessary noises or sounds physically annoying to persons of ordinary sensitiveness, or so harsh, prolonged, unnatural or unusual as to occasion physical discomfort to the inhabitants of any neighborhood.

There is no numeric decibel meter, no muffler-specific standard, and no engine-brake rule written into Pico Rivera's own code; the city relies on this general nuisance language for stereo, muffler, and other vehicle noise complaints. A second, narrower section, 8.40.020, separately bars operating any motor vehicle, motorcycle, dune buggy, or similar vehicle on a vacant lot, parking lot, or open acreage so as to disturb the peace or quiet of any neighborhood by noise, dust, smoke or fumes, with an exception in Section 8.40.030 for conduct already covered by Penal Code Section 372 or state statute.
