Woodland, CA Noise Ordinances: Amplified Music & Outdoor Sound (2026)

Woodland's noise-enumeration ordinance treats unpermitted amplified sound as a public nuisance. Woodland Municipal Code § 9.28.090(B)(13)(a) makes it unlawful to broadcast from a radio, phonograph or similar instrument using voice or sound amplifiers into a public thoroughfare, from a movable vehicle, or in connection with a public celebration, public function on a public holiday, or a broadcast of events of general public interest, without first securing a permit from the Chief of Police. Subsection (B)(13)(b) then layers a citywide curfew on top of the permit requirement: no person, including service clubs, churches, schools and other nonprofit organizations, may operate a loudspeaker, sound-amplifying device, radio, television or musical instrument between 10:30 p.m. of any day and 10:00 a.m. the following day, so even a permitted amplifier must go silent during that window.

The provision sits inside § 9.28.090's broader list of acts the City Council has declared 'loud, disturbing and unnecessary,' so it is enforced the same way as the rest of the section. With no dedicated fine schedule, a violation is prosecuted under the general penalty at Woodland Municipal Code § 1.08.070: a misdemeanor carrying up to six months in the Yolo County Jail, a fine up to $1,000, or both, unless the City Attorney elects to file it as an infraction. Woodland's Police Department, which issues the permits under (B)(13)(a), is also the enforcing agency for both the permit requirement and the overnight hours restriction.
