Woodland, CA Noise Ordinances: Barking Dogs (2026)

Woodland does not run a separate barking-dog chapter; chronic animal noise is folded into the City's general noise-enumeration ordinance. Woodland Municipal Code § 9.28.090(B)(12), titled 'Animals, Birds, Fowl,' declares it a prohibited noise to keep 'any animal, fowl or bird which by causing frequent or long continual noise shall disturb the comfort or repose of persons in the vicinity.' That language reaches a dog that barks for extended stretches, a rooster that crows at length, or any other captive animal whose ongoing noise disturbs neighbors, sitting among the same enumerated list as construction hours, motor noise and amplified sound in § 9.28.090(B).

Because subsection (A) frames the whole chapter as covering 'any noise which either annoys, disturbs, injures or endangers the comfort, repose, health, peace or safety of others,' a single, brief bark is not enough; the noise must be frequent or long continual to fall within (B)(12). Woodland Municipal Code § 9.28.090 carries no penalty clause of its own, so a sustained violation is prosecuted under the general penalty at § 1.08.070: a misdemeanor punishable by up to six months in the Yolo County Jail, a fine of up to $1,000, or both, though the City Attorney may instead file the offense as an infraction.

Yolo County Animal Services, which handles animal control for the City under contract, and the Woodland Police Department both field ongoing barking-dog complaints under this section.
