Berwyn, IL Noise Ordinances: Barking Dogs (2026)

Barking dogs are handled through Section 666.02(D), Animals, inside the Prohibited Noises section of Chapter 666. The division reaches the keeping of a bird or other animal which, by causing frequent or long continued noise, disturbs the comfort or repose of persons in the vicinity. Three features shape how it works. First, it targets the keeper, because the offense is the keeping of the animal, not the single bark. Second, the noise has to be frequent or long continued, so one short outburst does not fit the wording while a pattern of repeated or extended barking does.

Third, the harm is measured by the comfort or repose of persons in the vicinity, which means neighbors are the audience and no meter reading is written into the text. The division is not limited to dogs: a bird, a rooster or any other animal is covered by the phrase bird or other animal. The introductory clause of § 666.02 adds the wider standard that no person can make or cause loud, unnecessary or unusual noises which annoy, disturb, injure or endanger the comfort, repose, health, peace or safety of others in the city.

A separate provision, § 877.04, bars licensed veterinary hospitals from keeping an animal shut up or tied up in a yard, enclosure or on hospital premises that disturbs the peace and quiet of any person by barking, howling, bawling or other noises. That section governs hospitals only, so residential keepers are under § 666.02(D).
