Kenner, LA Noise Ordinances: Barking Dogs (2026)

Sec. 4-84 of the Code of Ordinances requires every owner or keeper of an animal in the City of Kenner to exercise proper care and control so the animal does not create or become a public nuisance. The section spells out what counts: excessive, continuous or untimely barking, howling, yelping, whining, crowing, calling, crying, screeching, caterwauling, bawling, wailing, puling or ululating that disturbs the peace and quiet or health and repose of neighborhood residents, along with attacking or molesting passersby or other animals, being repeatedly at large, chasing vehicles, and scratching, digging, urinating or defecating on lawns, shrubs or buildings that are not the owner's own property.

Any of those triggers a public nuisance finding, and the owner or keeper is guilty of a misdemeanor. Because Sec. 4-84 sits in Division 7 (Public Nuisances and Vicious Animals), it is enforced under that division's penalty schedule, Sec. 4-97: a first conviction is punished under the Code's general penalty, Sec. 1-9, of up to $500.00 and 60 days, while a second offense carries a minimum $50.00 fine and 20 days, rising to $100.00 and 30 days for a third or later offense. An administrative hearing officer under Sec. 4-95 can also order a reduction in the number of animals kept or other restrictions to eliminate the nuisance.
