Coon Rapids, MN Noise Ordinances: Construction Hours (2026)

Coon Rapids limits construction and demolition noise through Section 8-403(10) of its noise ordinance, one of the enumerated misdemeanors under Section 8-402's broader ban on loud, unnecessary noise. The section bars the erection, including excavation, demolition, alteration, or repair of any building outside the hours of 7:00 a.m. to 10:00 p.m. 'on Saturdays and other weekdays,' meaning the ordinance's named permitted window runs Monday through Saturday and does not itself authorize construction noise on Sundays. Two narrow paths exist around the hours cap. First, in case of urgent necessity for public health and safety, a contractor can get a permit from the City Manager for out-of-hours work, but each permit is capped at three days or less while the emergency continues, though it can be renewed in further three-day increments for as long as the emergency lasts.

Second, the City Manager can independently find that nighttime construction, excavation, or street work between 10:00 p.m. and 7:00 a.m. will not impair public health and safety, and, weighing any loss or inconvenience to an interested party, grant permission for that work; a contractor requests this finding when applying for the underlying work permit or while the job is already underway. Outside of those two Manager-approved paths, work conducted before 7:00 a.m. or after 10:00 p.m. on a weekday or Saturday is a misdemeanor under Section 8-402, enforced by the Coon Rapids Police Department on a complaint basis, the same as any other unlawful noise under Chapter 8-400.
