Coon Rapids, MN Noise Ordinances: Quiet Hours (2026)

Coon Rapids splits its noise curfew into a general nuisance ban and a specific nighttime audibility test. City Code § 8-402 makes it a misdemeanor to make or continue any loud, unnecessary or unusual noise reasonably likely to annoy, disturb, injure or endanger the comfort, repose, health, peace or safety of the public, at any hour. Section 8-403 then lists specific unlawful noises, several tied to nighttime hours. Under § 8-403(2)(b), running any electronic sound system, including a radio, television, phonograph, computer, paging system or musical instrument, between 10:00 p.m. and 7:00 a.m. so it is plainly audible at the property line, in the common area of an adjacent unit in a multi-unit building, or 50 feet from the device is prima facie evidence of a violation; church bells, school bells, emergency sirens, anti-theft devices and City-approved activities are exempt.

Section 8-403(4) separately bars yelling, shouting, hooting, whistling or singing on public streets, calling out the hours between 11:00 p.m. and 7:00 a.m. as the period most likely to disturb residents. Construction, demolition and excavation noise is confined to 7:00 a.m. to 10:00 p.m. on Saturdays and weekdays under § 8-403(10); the City Manager can grant a permit of up to three days, renewable, for urgent work outside those hours. Pile drivers, jackhammers, derricks and similar heavy equipment face their own 10:00 p.m. to 7:00 a.m. restriction under § 8-403(16), though the City Manager may authorize longer hours for good cause. When noise comes from a vehicle-mounted sound system, both the driver and the person controlling the vehicle can be charged.
