Coon Rapids, MN Noise Ordinances: Vehicle Noise (2026)

Section 9-308 of the Coon Rapids City Code, part of the Chapter governing motor vehicles on private and semi-private property, prohibits operating a vehicle, motor vehicle or motorcycle on public or semi-public property in a manner that creates unnecessary engine noise or tire squeal, causes the tires to spin or slide during acceleration or stopping, or makes the vehicle turn abruptly or sway from side to side. The rule applies City-wide to parking lots, church and shopping-center lots, and other semipublic property as defined in Section 9-301, not just public streets.

Section 9-102, which applies across all of Title 9, backs the rule with an owner-liability presumption: operating a vehicle in violation of any Title 9 provision, including Section 9-308, is treated as prima facie evidence that the registered owner controlled, operated and used the vehicle at the time of the violation, shifting the burden to the owner to show otherwise. The Chapter's age provision, Section 9-309, separately bars anyone under 15 from operating a vehicle on this same public or semi-public property without the owner's permission, and its speed limit provision, Section 9-307, caps vehicle speed there at 15 miles per hour, so the noise rule sits alongside related speed and access limits meant to control how vehicles are driven on lots that are not ordinary public streets.
