Outdoor amplified music cannot exceed the Table 1 exterior limits in LEMC 17.176.060(A) at neighboring property lines, and loudspeakers/sound systems are restricted between 10 p.m. and 7 a.m. under LEMC 17.176.080(B). LEMC 17.176.100(E) exempts regularly scheduled park and school-ground activities but specifies that public-address or amplified music may not exceed the exterior noise standard of adjacent property at the property line. On Lake Elsinore itself, LEMC 9.96.240 prohibits operating a vessel so as to cause a noise disturbance violating LEMC 17.176.060(A). Lake special events and certain high-speed activities require a special event permit under Chapter 5.108 LEMC. Amplified-event music needs a noise variance per LEMC 17.176.110.
Excessive outdoor-music noise is a public nuisance. Per LEMC 1.16.010, infractions are $100/$200/$500; otherwise a misdemeanor up to $1,000 or six months.
