Lake Elsinore sets nighttime quiet hours from 10:00 p.m. to 7:00 a.m. under LEMC Chapter 17.176. Exterior noise crossing a residential property line must not exceed 40 dBA at night in single-family zones.
Under LEMC 17.176.060 and Table 1, single-family residential areas have a 50 dBA daytime (7 a.m.-10 p.m.) and 40 dBA nighttime (10 p.m.-7 a.m.) exterior limit measured at the receiving property line; multifamily zones allow 45 dBA at night. LEMC 17.176.080(A) and (B) separately bar radios, instruments, and loudspeakers from creating a noise disturbance across a residential or commercial property line between 10 p.m. and 7 a.m. LEMC 17.176.040 also broadly prohibits any loud, unnecessary noise disturbing the peace, judged by factors like time of day, duration, and proximity to sleeping areas.
Violations are public nuisances under LEMC 17.176.010. Per LEMC 1.16.010, infractions run $100 first, $200 second, $500 thereafter; misdemeanors up to $1,000 or six months.
