Town Code § 13-106 makes it unlawful to operate any indoor or in-vehicle sound amplification device, meaning a car stereo, subwoofer or PA system, in a manner that disturbs the peace of neighbors, pedestrians or other drivers. The section sets a bright-line test for nighttime: if the stereo can be heard 50 feet from the vehicle between 11:00 p.m. and 7:00 a.m., that fact alone is prima facie evidence of a violation, so officers do not need a decibel meter to write a citation during those hours. Daytime enforcement instead turns on whether the volume is louder than necessary for the listener inside the vehicle to hear it comfortably.

Muffler and exhaust noise is governed separately by § 13-112, which prohibits discharging the exhaust of any motor vehicle, motorboat, steam engine or stationary internal combustion engine into the open air except through a muffler or other device that effectively prevents loud or explosive sounds. A car, truck or motorcycle running straight pipes or a punctured muffler violates this section regardless of the time of day. The same Article IV division also separately bans tire screeching (§ 13-111) and operating a vehicle so out of repair that it rattles or grinds (§ 13-113), so an officer responding to a loud-vehicle complaint has several overlapping tools.

Both sections sit in the town's sound ordinance, Article IV of chapter 13, and violations are enforced through the civil citation system of chapter 8: the town manager sets the fine schedule, an officer may issue a courtesy notice or citation, and a contested citation goes to the special magistrate.
