2(b) lists the minimum performance standards a digital billboard must meet before Irving's city council will grant the special sign permit needed for conversion on a controlled-access freeway. The sign cannot display any illumination by flashing, intermittent, or moving lights, and cannot contain or display animated video, moving images, or scrolling elements, nor project a static image onto a stationary object; the sign face must also be visible from only one direction of freeway traffic. Each displayed message must stay up for at least eight seconds, and any change of message must complete in two seconds or less and occur simultaneously across the entire sign face, preventing the appearance of a moving crawl.

A required default design mechanism must freeze the display in a single static position if the sign malfunctions rather than flashing or looping an error state. Subsection (b)(7) is the ambient-light standard: the sign must automatically adjust the intensity of its display brightness according to natural ambient light conditions, so nighttime brightness cannot be left at a daytime setting. The sign owner must also give the police chief a coordination protocol for displaying Amber Alerts or homeland-security and natural-disaster alerts, and must designate a contact person available at any time who can shut the sign off after a malfunction or reduce its intensity within one hour of a request from the director or the Texas Department of Transportation.
