Municipal Code Chapter 8.08 makes it unlawful to keep an abandoned, wrecked, dismantled or inoperative vehicle on public or private property, and treats a vehicle missing critical parts for 72 hours or more as inoperative.
Chapter 8.08 (Abandoned, Wrecked, Dismantled or Inoperative Vehicles) defines an inoperative vehicle as one that has had one or more critical parts removed for 72 hours or more. A critical part is any part needed to safely operate the vehicle, such as a wheel, tire, windshield, door, hood, roof, steering wheel or transmission. It is unlawful to park or store an inoperative vehicle for more than 72 hours in any residential zone other than the multiple-family zone. The City also requires street vehicles to be operable with current registration; those that are not may be cited and towed. Reports on private property go to the Community Preservation Hotline (714-961-7138); public-street removals are handled by the Orange County Sheriff.
An abandoned, wrecked or inoperative vehicle kept beyond the allowed period is a nuisance under Chapter 8.08 subject to abatement, removal and cost recovery; unregistered or inoperable vehicles on the street are cited and towed.
