Yorba Linda, CA Parking Rules: EV Charging (2026)

Yorba Linda Municipal Code Section 10.72.040, adopted by Ordinance No. 2018-1053 and amended by Ordinance No. 2020-1076, governs parking in stalls reserved for electric vehicle charging inside City-owned or operated off-street parking facilities such as the Yorba Linda Town Center lot. Acting under California Vehicle Code Section 22511, the City Traffic Engineer or the Director of Public Works may designate specific stalls exclusively for vehicles connected to a charging station and post signage under Vehicle Code Section 22511(d)(1) spelling out that requirement. Once a stall carries that posted notice, any vehicle parked in it must remain connected to the charger; a gasoline vehicle or an unplugged electric vehicle occupying the space is in violation.

Section 10.72.040(C) lets the City tow and remove the offending vehicle under the state Vehicle Code's towing rules, or cite the driver for a fine set out in the City's Uniform Parking Bail Schedule, adopted under Chapter 10.68 and reviewed annually by the City Council. The section expressly preserves the City's other parking authority in its lots, so a car can also be cited for exceeding posted time limits or parking outside a marked stall under Section 10.72.020 while it sits in an EV space.

Enforcement in Yorba Linda's public lots falls to City parking enforcement staff working with the Orange County Sheriff's Department, which polices the City under contract. Because the designation and signage requirement is discretionary, not every City lot carries EV-only stalls; the rule applies only once the City Traffic Engineer has actually posted a stall for charging use. Drivers who receive a citation may contest it through the standard parking citation review process tied to the Uniform Parking Bail Schedule.
