Section 10.52.020 sets a general three-hour limit: no one may park or stand a commercial vehicle with a gross weight rating of 10,000 pounds or more on any street in the City for more than three hours, except as the City Council specifies by resolution, or while the vehicle is actually loading or unloading property, or performing a service to property on the same block, in which case the extra time reasonably necessary to finish that work is allowed beyond the base three hours. Section 10.52.030 layers on a stricter rule specific to residential districts: a commercial vehicle at or above that same 10,000-pound threshold may not park or stand on any residential-district street at all, except for the time reasonably necessary to make pickups or deliveries of goods to a building on that street, or to deliver materials for actual, bona fide repair, alteration, remodeling, or construction work under a building permit already issued by the City.

Section 10.52.010 defines commercial vehicle for the chapter by cross-reference to the special construction equipment, truck tractor, and general commercial vehicle definitions in California Vehicle Code Sections 260, 565, and 655. Together the two operative sections mean a large delivery or work truck can make a stop under three hours almost anywhere, but is barred from lingering on a residential street outside a genuine delivery or permitted construction job.
