Alhambra regulates commercial-vehicle parking through its own Municipal Code rather than Los Angeles County rules. Section 11.28.132 (Parking; Commercial Vehicles in Residential Districts) governs heavy commercial vehicles in residential areas. The code defines a 'heavy-duty commercial vehicle' as a single vehicle or combination of vehicles having more than two axles, 20 feet or more in length, or 6 feet 8 inches or more in width, and expressly includes dump trucks, moving vans, tractors, pole or pipe dollies, or trailers. House trailers and motor homes are not included in this definition, meaning the section targets working commercial trucks rather than personal RVs (which are governed instead by the overnight-permit size limits and the 72-hour rule). The city has also stated that overnight parking of commercial vehicles in industrial areas is discouraged because such vehicles attract graffiti and vandalism, make street sweeping impossible, and create blight. Penalties for violations of Chapter 11.28 are set out in Section 11.28.160. In addition to these local rules, the citywide overnight ban (2 a.m.-6 a.m.) and the permit system's 6,000-pound weight ceiling effectively exclude most commercial trucks from on-street overnight parking, since the standard overnight permit cannot be issued to vehicles over that weight.
