Commercial and heavy vehicles are restricted by Article IV of Chapter 22. Section 22-92 defines a 'heavy truck' as any tractor-trailer, truck-trailer, trailer, road-trailer, semitrailer, pole trailer, or any motor vehicle with three or more axles (excluding boat and utility trailers), and makes it unlawful to stop, park, or stand any heavy truck in a residential district as defined by the city zoning ordinance (SFR, MR, MFR, MHR and similar districts). Exceptions allow brief stops for expeditiously loading or unloading passengers, freight, or merchandise; street construction/maintenance equipment; and vehicles repairing or extending public utilities. Section 22-88 makes it unlawful to park, stand, or stop any semitrailer truck (or part of one) on any street, alley, or public way for longer than one (1) hour. Section 22-86 separately bars businesses from using city streets to store their vehicles, and Sec. 22-89 prohibits any vehicle or its load from extending more than 18 feet from the curb.
Heavy-truck and semitrailer violations are municipal offenses punishable under Sec. 1-8 of the City Code. A semitrailer or heavy truck parked in violation may be towed and impounded under Sec. 22-10 (after the 24-hour window or when parked unlawfully), with a $30.00 city removal fee plus $5.00/day storage.
