Under Tuscaloosa Code Sec. 22-95 only the city paints curbs yellow or posts signs to mark parking limits, and Sec. 22-77 makes it unlawful for any private person to paint a public way yellow, post 'no parking' signs, or otherwise block public parking spaces.

Section 22-77 makes it unlawful for any person to paint any part of a public way yellow, to place any sign indicating that parking in a public parking place is prohibited, or to place any barrier hindering the parking of vehicles in any public parking place; it is also unlawful to sell or rent (or attempt to sell or rent) the use of any public parking place, unless the action is otherwise authorized by law. In short, residents and businesses may not create their own no-parking zones by painting the curb or posting signs in front of their property. Section 22-59 likewise makes it unlawful to lease or sell parking spaces on the city right-of-way without permission.
Unauthorized curb painting, sign posting, or barrier placement under Sec. 22-77 is a municipal offense punishable under Sec. 1-8 of the City Code; the unauthorized markings/signs/barriers may be removed by the city. Selling or leasing public parking spaces without permission also violates Sec. 22-59. Only the city's director of transportation may apply official yellow-curb markings (Sec. 22-95).
