Tuscaloosa Code Sec. 22-98 limits stopping in a marked loading or delivery zone to the expeditious loading/unloading of passengers or materials, capping it at 30 minutes. The city engineer designates these zones with signs under Sec. 22-97.
Loading and delivery zones are governed by Sections 22-97 and 22-98 of Chapter 22. Under Section 22-97, the city engineer (or designee) is authorized to designate loading zones and delivery zones by placing appropriate signs (a 2025 ordinance moved this authority from the director of transportation). Section 22-98(a) provides that no person shall stop, stand, or park a vehicle for any purpose or length of time other than the expeditious loading or unloading of passengers or materials in any place marked as a loading zone, and in no case—except as allowed in subsection (b)—shall the stop for loading or unloading exceed thirty (30) minutes. Subsection (b) provides an exception for a properly identified freight vehicle displaying a sign at least two feet by two feet on each side bearing the operator's name. Related stops are governed by Sec. 22-99 (public carrier stops and stands) and Sec. 22-100, which restricts bus stops to buses and taxicab/rideshare stands to taxicabs and rideshare vehicles regulated under Chapter 23, declaring unattended vehicles in those stands a public nuisance subject to towing at the owner's expense.
Misusing a loading zone or exceeding the 30-minute limit (Sec. 22-98) is a municipal offense punishable under Sec. 1-8 of the City Code, and the vehicle may be cited and towed under Sec. 22-10. A vehicle left unattended in a bus stop or taxicab/rideshare stand (Sec. 22-100) is declared a public nuisance and may be abated by towing at the owner's expense.
