Dublin's curb-color meanings are set by Municipal Code 6.04.290: RED no stopping, YELLOW commercial loading (max 20 min), WHITE passenger/mail loading (max 3 min), GREEN limited-time parking, BLUE disabled parking. Only the City may paint regulatory curb markings; restrictions take effect only once marked.
Dublin's official curb-color code is in Municipal Code Section 6.04.290. When the City Council enacts a parking restriction and directs curb markings, only these colors may be used: RED means no stopping, standing or parking (except a bus in a marked bus zone); YELLOW means no stopping 8:00 a.m.-5:00 p.m. (except Sundays/holidays) other than loading freight from a commercial vehicle (max 20 minutes) or passengers (max 3 minutes); WHITE means stopping only to load/unload passengers or deposit mail (max 3 minutes), effective 8:00 a.m.-5:00 p.m. and at all times in front of certain facilities; GREEN means limited-time parking as indicated by adjacent signs or curb stenciling; and BLUE means parking reserved exclusively for vehicles of disabled persons. Section 6.04.250 confirms that a no-parking or restricted area is established by placing and maintaining paint of the proper color (or posting signs), so a restriction is not enforceable until it is marked. Because these are regulatory traffic markings, only the City (or its authorized agents) may apply them; unauthorized painting or removing/obscuring an official curb marking is prohibited (see Section 6.04.450 on obstructing enforcement).
Parking contrary to a posted curb color (red, yellow, white, green or blue) per Section 6.04.290 may be cited and the vehicle towed. Tampering with or obliterating an official enforcement marking violates Section 6.04.450 (obstruction of enforcement).
