Dublin regulates electric-vehicle charging spaces in Municipal Code Section 6.04.295, enacted by Ordinance 15-16 pursuant to California Vehicle Code Sections 22511 and 22511.1. The Director of Public Works may designate spaces in off-street public parking facilities for the exclusive use of electric vehicles connected to a charging station (Section 6.04.295(D)). The restriction is enforceable only after signs or markings, compliant with CVC 22511, are posted giving notice that violators may be removed. Under Section 6.04.295(E), where such a space is posted, no person may park a non-electric vehicle there, an electric vehicle that is not connected to the charger, an electric vehicle that is not charging, or an electric vehicle that has been charging for more than four hours. The Police Department is authorized to cite and/or remove vehicles in violation, consistent with CVC 22511. This local rule mirrors the statewide framework: California Vehicle Code 22511 lets agencies designate and enforce EV-only charging spaces, and CVC 22511.1 governs charging-station signage and removal authority.
Parking a non-EV in a posted charging space, parking an EV that is not connected or not charging, or leaving an EV plugged in over four hours violates Section 6.04.295(E). Vehicles may be cited and/or towed under CVC 22511.
