Dublin addresses abandoned and inoperable vehicles in Chapter 6.80. Section 6.80.010 declares that accumulating or storing abandoned, wrecked, dismantled or inoperative vehicles (or parts) on private or public property, including streets, is a public nuisance subject to abatement. Section 6.80.020 defines an 'abandoned vehicle' as one left where the owner has no active interest or intent to reclaim, and an 'inoperative vehicle' as one that physically or legally cannot be driven without a missing/defective part replacement or registration. To abate a vehicle on private property, Section 6.80.050 requires a 10-day notice of intention mailed to the landowner and registered/legal owner, with hearing rights (Sections 6.80.060-6.80.130) before removal under California Vehicle Code Sections 22660 et seq. Section 6.80.160 makes it a misdemeanor to store such a vehicle on private or public property (not including streets), to refuse to abate one after notice, or to block an inspection. On the street, the general 72-hour limit of Section 6.04.430(C) also applies, after which a vehicle may be tagged, cited and towed. Residents can report abandoned vehicles to Dublin Police Services.
