Dublin regulates driveway and on-lot parking primarily through Zoning Ordinance Section 8.76.060. Vehicles must be parked on approved, all-weather paved surfaces; one recreational vehicle may be kept on the driveway or the paved area between the driveway and the nearest side lot line, subject to a one-foot setback from the public right-of-way (Section 8.76.060(E)). Driveway parking does not satisfy required enclosed garage parking unless replacement spaces are provided. Section 8.76.060(I) prohibits parking or storing unregistered or 'Non-Op' (non-operational) vehicles in any zoning district except under a Conditional Use Permit or while actively repaired at a permitted facility. On the street side, Section 6.04.280 authorizes the City Manager to designate up to 15 feet on either side of a driveway as a no-parking area to keep access clear, and Section 6.04.290 sets the curb-paint color code used to mark such restrictions. Blocking a driveway with a parked vehicle is enforceable once those markings or signs are posted.
Parking on an unpaved surface, storing an unregistered/Non-Op vehicle, or keeping more than one RV on the lot can violate Zoning Code 8.76.060. Parking within a designated 15-foot driveway no-parking zone (6.04.280) may be cited and the vehicle towed.
