Dublin's loading-zone rules combine curb-color marking and designated zones. Under Section 6.04.290, a YELLOW curb means no stopping, standing or parking between 8:00 a.m. and 5:00 p.m. (except Sundays/holidays) for any purpose other than loading or unloading freight from a commercial vehicle (max 20 minutes) or passengers (max 3 minutes). A WHITE curb permits only passenger loading/unloading or depositing mail, for no more than 3 minutes, generally 8:00 a.m.-5:00 p.m. (and at all times in front of facilities like police/fire stations, hospitals, post offices, hotels or theaters). A RED curb prohibits all stopping except a marked bus loading zone. Section 6.04.350 lets the Council designate passenger loading zones where vehicles may stop only to load/unload passengers or mail, never more than 3 minutes. For new development, Zoning Ordinance Chapter 8.76 separately requires off-street loading spaces for many commercial and industrial uses as a continuing obligation of the property owner (Sections 8.76.020-8.76.030). These on-street restrictions take effect once the curb is painted or signs are posted.
Exceeding the curb-color time limits (20 minutes freight / 3 minutes passengers on yellow; 3 minutes on white per 6.04.290), or standing in a designated passenger loading zone over 3 minutes (6.04.350), can result in citation. Failing to provide required off-street loading is a continuing zoning violation (8.76.030).
