3 of the Revised General Ordinances places driveway condition squarely on the property owner: all sidewalks, walkways, stairs, driveways, parking spaces and similar areas must be kept in a proper state of repair and maintained free from hazardous or dangerous conditions, and the owner is responsible for the repair of all sidewalks on the property, including the area out to and including the curb line. 9, extends the same duty to ground surface hazards on driveways and parking areas, requiring holes, breaks, projections and other obstructions to be filled or repaired with reasonable dispatch once discovered.
