3a treats a snow accumulation that covers the streets as an emergency in itself, no separate declaration needed. The parking prohibition begins one hour after snow has been continuously falling and ends twelve hours after it has ceased, but only once the streets have been plowed enough that parked cars will not interfere with the normal flow of traffic, so in a heavy storm the ban can run well past twelve hours if plowing crews are still working a street. A vehicle left parked or standing in violation is deemed a nuisance and a menace to the safe regulation of traffic, and any Police Officer may have it towed, with the owner covering the reasonable costs of removal and storage before getting the vehicle back from the impound lot.

3b lets the Chief of Police, or the ranking officer if the Chief is unavailable, declare a separate emergency and post temporary no-parking signs for up to thirty days when weather, accidents, fires or special events require keeping a street clear, with notice given to any vehicle already parked there before the signs go up. Chapter 10's general penalty clause, Section 10-4, sets the punishment for violating either provision unless a New Jersey statute already covers the same conduct.
