Chapter 28, Article III's property maintenance standards make it a code violation to park a motor vehicle or boat in a front yard except on a driveway constructed and installed under the Town Code, tying the parking ban directly to the curb cut and driveway rules in Chapter 18. Any driveway serving a private home needs a permit from the Superintendent of Highways, and a noncommercial curb cut cannot exceed 10 feet at the curbline for one-car access or 18 feet for two-car access. On corner lots, a curb cut must sit at least 25 feet from the property line where it meets the adjoining street, and every curb cut must stay at least 2 feet from side property lines and 3 feet from the nearest utility pole, storm drain or fire hydrant.

Curb cuts need a reveal of at least three-quarters of an inch, and a residential driveway apron next to a concrete sidewalk must be poured six inches thick and reinforced. An existing 10-foot curb cut can be supplemented with one additional 10-foot cut if it sits at least 18 feet from the first one at the curbline, or an existing 10-foot cut serving an attached garage can be widened to 18 feet. Curb cuts built of anything besides concrete or asphalt require the owner to sign a waiver and release of claims against the Town.

The Building Department enforces the front-yard parking ban as part of its general property maintenance duties, while the Highway Superintendent administers curb cut permits under Chapter 18.
