North Hempstead, NY Parking Rules: Snow Removal Parking Rules (2026)

Town Code Chapter 49, Article III governs snow emergencies. Under § 49-6(A), the Superintendent of Highways prepares and files with the Town Clerk a map of Town highways designated as snow emergency routes, published once in the Town's official newspapers; the designation takes effect once posted. Section 49-6(B) lets the Supervisor declare a snow emergency whenever, in his judgment, snow has created or will create dangerous driving conditions, effective on notification to the media for public release. While a snow emergency is in effect, § 49-6(C) bars any vehicle from being parked or abandoned on a snow emergency route and requires any vehicle traveling that route to be equipped with snow tires or chains, chains being defined in § 49-5 as metal chains crossing each tire's tread laterally in at least three places, and snow tires as tires with extra-heavy-duty, high-traction tread patterns.

Section 49-6(D) requires signs posted along the routes giving notice of the ban. Separately, Article II lets the Superintendent post no-parking signs up to 12 hours before routine snow removal or street cleaning under § 49-2, with parking in a posted area prohibited under § 49-3 until the signs come down under § 49-4. Section 49-6(E) treats any vehicle parked or abandoned on a snow emergency route as a public nuisance and traffic menace, letting the Superintendent, his staff or any peace officer relocate it without liability for damage, with the owner required to reimburse the Town's actual removal and storage costs before regaining the vehicle.
