No. 19-2009) that overhauled the Town's sidewalk-obstruction rules, states flatly that no motor vehicle shall park, stop or stand upon, or otherwise obstruct, any sidewalk, driveway apron or handicapped access ramp within the unincorporated area of the Town of North Hempstead. The provision sits in Chapter 48's Article IV, "Cleaning and Obstruction," alongside the sidewalk-sale and goods-obstruction rules, because the Town treats a car parked across a curb cut or sidewalk the same way it treats merchandise left blocking the path: an obstruction that can be cited on sight without proof of intent.

"Driveway apron" reaches the paved transition between the street and a private driveway, so a vehicle that stops there, blocking a neighbor's access even briefly, falls within the ban.
