Chapter 10.32's electric vehicle provisions, adopted by Ordinance No. 2438 in 2021, let Montebello designate specific stalls in city-owned or operated off-street parking lots and facilities for the exclusive purpose of parking and charging a vehicle, acting under California Vehicle Code Section 22511. Section 10.32.420 authorizes the director of recreation and community services to post signs at those stalls requiring that any vehicle parked there be connected for electric charging, consistent with Vehicle Code Section 22511(d)(1). If a vehicle occupies a posted EV stall while not connected for charging, the city may tow it or issue a fine under the Uniform Parking Bail Schedule, per Vehicle Code Section 22511(c)(1).

Section 10.32.430 sharpens the restriction: no person may park a non-electric vehicle, an unconnected electric vehicle, an electric vehicle that has finished charging, or one that has exceeded its posted maximum charging time in a designated stall. Section 10.32.440 lets the city set and adjust EV stall parking rates, permit fees and "overstay charges" by resolution, with the current fee schedule posted on the city's master fee schedule and available at the city clerk's office. Violations of either section are enforceable by the chief of police through notices to appear or citations under the Vehicle Code.
