Montebello, CA Parking Rules: Preferential Parking Districts (2026)

Section 10.36.010 gives the Montebello City Council authority to designate a preferential parking district on recommendation of the traffic and safety commission or director of public works, and to authorize the commission to set parking restrictions for that district; a vehicle displaying a valid permit is exempt from those restrictions within the district for which it was issued. Section 10.36.020 requires the commission to base a designation on surveys and studies showing on-street parking is substantially reduced by commuter vehicles, weighing factors like resident need, available off-street parking, and enforcement impact.

Section 10.36.030 requires either a petition signed by residents in two-thirds of the dwelling units covering at least half the developed frontage, or a council or commission motion, followed by a noticed public meeting before the city council designates or dissolves a district. The police department issues resident, merchant and guest permits under Sections 10.36.060 and 10.36.070, and Section 10.36.090 caps visitor permits at three per dwelling or business, valid up to one year. Section 10.36.080 sets permit fees by city council resolution, with surrender required on a permittee's move and replacement permits expiring on the original's schedule.

Section 10.36.120 makes an unpermitted violation an infraction punishable by a council-set fine, and separately punishes false permit applications, unauthorized transfers, and counterfeit permits with permit revocation for one year.
