Perth Amboy, NJ Parking Rules: EV Charging (2026)

Chapter 411A, Vehicles, Electric, Article I, Electric Vehicle Supply/Service Equipment, was adopted on 9-28-2023 by Ord. No. 2114-2023. Its single section, § 411A-1, carries the same title, Electric vehicle supply/service equipment, and the text printed in the City of Perth Amboy code is a purpose statement followed by four goals.

The purpose clause says the chapter promotes and encourages the use of electric vehicles by requiring the safe and efficient installation of EVSE and Make-Ready parking spaces through municipal parking regulations and other standards. It adds that EVSE and Make-Ready parking spaces will support the state's transition to an electric transportation sector, reducing automobile air pollution, greenhouse gas emissions and stormwater runoff contaminants.

The four goals are specific about who is served. Goal (1) is adequate and convenient EVSE and Make-Ready parking spaces for the needs of the traveling public. Goal (2) is opportunities for residents to have safe and efficient personal EVSE at or near their place of residence. Goal (3) is the opportunity for nonresidential uses to supply EVSE to their customers and employees. Goal (4) is standard criteria that encourage safe, efficient and cost-effective electric vehicle charging in all zones and settings.

What the section does not print matters to anyone planning an installation. It gives no number of required Make-Ready spaces, no list of zones, no technical specification, no permit fee and no penalty, and no other section of the exported code uses the terms EVSE or Make-Ready. Because the purpose clause refers to municipal parking regulations and other standards, a property owner or developer in the City of Perth Amboy planning charging equipment should confirm with the Construction Official and the Office of Economic and Community Development which standards apply to the site.
