Piscataway, NJ Parking Rules: EV Charging (2026)

Added December 13, 2022 by Ord. No. 2022-27 and amended through February 11, 2025 by Ord. No. 2025-02, § 7-8.4, "Electric Vehicle Supply/Service Equipment Parking," defines "EVSE" as the cables, connectors, outlets and controls "designed and used for the purpose of transferring energy from the electric supply system to a plug-in electric vehicle," synonymous with "electric vehicle charging station." Subsection b restricts publicly-accessible, municipally-owned EVSE spaces to parking and charging electric vehicles only, "up to a maximum of three hours," fining violators $100 per violation and authorizing towing "at the owner's or operator's expense" for vehicles left connected beyond three hours.

Subsection d, citing N.J.S.A. 40:48-2, lets state, county or municipal officers enforce EVSE spaces the same as any other parking, and makes it a violation for a gas vehicle to occupy the space or for an EV to park there without being plugged in, subject to fine and/or impoundment. Subsection e grants a five-minute grace period to plug in after arrival and a 15-minute grace period to move the car once charging finishes early. Section 7-8.5, added February 11, 2025, names five municipal charging sites: the Public Safety Building at 555 Sidney Road (6 spaces), the JFK Library at 500 Hoes Lane (6 spaces), the Community Center at 520 Hoes Lane (10 spaces), Westergard Library at 20 Murray Avenue (2 spaces), and Sterling Village at 1 Sterling Drive (4 spaces).

Fees run from no charge up to $10 per kWh, confirmed annually by Council resolution, with the first one or two free hours depending on the site before the metered rate applies, up to the three-hour cap plus grace periods.
