San Ramon, CA Parking Rules: EV Charging (2026)

Division C9, Chapter I of the San Ramon Municipal Code creates its own expedited process for electric vehicle charging stations, separate from the rooftop solar chapter. 7 and to adopt a checklist that may draw on the 'Plug-In Electric Vehicle Infrastructure Permitting Checklist' from the state's Zero-Emission Vehicles in California guidebook; that adopted checklist is published on the city's website. Under § C9-4, an applicant must first verify the installation will not create a specific, adverse impact to public health, safety or building occupants, covering electrical capacity and loads, wiring, bonding, overcurrent protection and the building infrastructure around the charging equipment.

Once an application satisfies the city's checklist, the building official must promptly approve it and issue the permits; approval alone does not authorize energizing the station until the city grants final sign-off. Electronic submittal and electronic signatures must be accepted in place of paper filings and wet signatures. Section C9-5 lets the building official require a use permit only on substantial evidence of a specific, adverse health-or-safety impact, but bars conditioning any approval on sign-off by a homeowners' association under Civil Code § 4080. Section C9-6 layers in technical standards: installations must meet California Electrical Code Article 625, be counted as a continuous load in electrical service calculations, and satisfy building or residential code anchorage rules for the mounting method used.
