Sanford, FL Parking Rules: EV Charging (2026)

Sec. 58-57, adopted by Ordinance No. 4584 on January 25, 2021, reserves public electric vehicle charging stations located on city property for parking and charging electric vehicles only. Once the city manager or designee posts a sign identifying a space as a designated public electric vehicle charging station, it is prohibited and unlawful for a person to park or stand any nonelectric vehicle there, and the section defines 'charging' to mean an electric vehicle that is parked at the station and actually connected to the charging equipment, not merely occupying the space.

Sec. 58-52 defines an electric vehicle broadly to include battery-powered vehicles, plug-in hybrids, electric motorcycles and fuel cell vehicles. The city sets the hourly rate for using a public charging station at $1.00 per hour, with authority for the city manager to adjust that rate annually each October 1 if necessary. Enforcement reaches beyond nonelectric vehicles: Sec. 58-48(1)(n) separately authorizes city enforcement officers to remove any vehicle from a designated public electric vehicle charging station space if it is not electrically charging, which covers an electric vehicle that has finished charging but remains parked in the space, occupying it without drawing power.

Because Sec. 58-57 does not list a distinct fine, a citation for improperly occupying a charging space proceeds under the Sec. 58-50 parking fine schedule that governs Chapter 58's parking violations generally.
